Hawaiʻi Advances Space Ambitions: Bonds to Fund Fenix Horizontal Launch at Hilo

Recently introduced Hawaiʻi House Bill 1608 authorizes issuance of US$40M in special-purpose revenue bonds to assist Fenix Space Incorporated, a California aerospace firm specializing in towed glider air-launch systems. The measure supports planning, design and construction of a Fenix launch platform and Hilo flight operations facility at Hilo International Airport, including offices, payload integration clean rooms and specialized hangars. Fenix horizontal launches tow winged boosters to 40,000 feet via commercial aircraft, and boosters take payloads to 60,000 feet for rocket release, minimizing environmental impact compared with vertical systems that faced past opposition in Puna and Kaʻū. House Bill 1904 establishes the Hawaiʻi Orbital Sustainability and Space Traffic Board within the Department of Business Economic Development and Tourism. The Board oversees operator registration, debris mitigation, collision warnings, and grants for research, education and workforce development, ensuring compliance with Chapter 343 environmental laws and Native Hawaiian consultations. These initiatives address Hilo Airport annual deficits through launch tax revenues, positioning Hawaiʻi as a Pacific equatorial hub for aerospace cooperation. Global space economy reached US$626B USD in 2025, projected to exceed US$1T dollars by 2034 at 12% compound annual growth rate. Aiming to distinguish itself from intrusive vertical launches which caused historical resident resistance, Fenix reusable tech enables affordable access to space from the Aloha state.
